摘要
近年来,河北省保持稳中求进的原则,粮食生产总量持续保持在700亿斤以上,农产品生产能力得到有效提高,并依据各地区域优势,打造特色农业,建立示范区。河北省脱贫战取得决定性胜利,全省有232.2万建档立卡的贫困人口实现全部脱贫。乡村建设水平得到进一步提升,农村居住环境得到改观并美化。但在农业农村发展过程中,河北省出现农业产业化程度低、农业机械化投入不足、缺乏专业性人才投身农业科技、乡村建设不完善等一系列问题,通过分析问题产生的原因,并结合河北省发展现状,我们提出了推动农业产业化水平提高、加大科技投入,培养农业专业人才以及建设特色乡村等对策建议,立足于新发展阶段,在乡村振兴背景下,推进河北省农业农村现代化建设。
In recent years,Hebei Province has maintained the principle of seeking progress while maintaining stability.Its total grain production has been over 70 billion catties,and the production capacity of agricultural prod⁃ucts has been effectively improved.Based on regional advantages,Hebei Province has built characteristic agricul⁃ture and established demonstration areas.Hebei Province won a decisive victory in the fight against poverty,lifting all 2.322 million registered poor people out of poverty.The level of rural construction has been further improved,and the living environment of farmers has been improved and beautified.However in the development of agriculture and rural areas of Hebei Province,a series of problems have emerged,including the low degree of agricultural indus⁃trialization,insufficient investment in agricultural mechanization,lack of professional talents in agricultural science and technology,and imperfect rural construction.Analyzing causes of the problems,and connecting with the current situation of the development of Hebei Province,we put forward the countermeasure proposals of advancing agricul⁃tural industrialization level,increasing investment in science and technology,fostering professional agricultural tal⁃ents and constructing characteristic villages with a view to advancing the modernization of agriculture and rural ar⁃eas in Hebei Province based on the new stage of development and under the background of rural revitalization.
