摘要
为顺应时代发展之需,人民美好生活之求,发展高质量公共体育服务,采用文献资料法与逻辑分析法,梳理并把握"放管服"改革的理论与应用脉络,基于"职能—责任—角色—具体定位"逻辑,并结合角色理论、治理理论,明确公共体育服务治理主体的角色定位与发展转向。政府、市场和社会组织在公共体育服务治理中的角色定位分别为决策者—保障者—服务者与监管者;供给者—服务者与实际运作者—购买者;生产者—服务者与基层建设者—协调者。未来应建设有为政府,发挥政府在公共体育服务中的兜底作用;打造有效市场,发挥市场在公共体育资源配置中的决定性作用;培育枢纽型体育社会组织,发挥社会组织在公共体育服务中的机动作用;构建多元协同治理的联动机制,推动公共体育服务高质量发展;完善共建共治共享的治理制度,推进公共体育服务治理体系与治理能力现代化。
In order to meet the needs of the development of the times,people’s demands for a better life and develop high-quality public sports services,by means of literature review and logical analysis,we combed and grasped the theory and application context of the reform of"release,regulation and service",based on the logic of"function-responsibility-role-specific positioning",combined with role theory and governance theory,defined the role orientation and development turn of the governance subject of public sports service.The roles of government,market and social organizations in the governance of public sports services are decision makers-guarantors-service providers and regulators;supplier-server and actual operator-buyer;producer-server and grass-roots builder-coordinator.In the future,governance should build a promising government and give full play to the role of the government in public sports services;create an effective market and play a decisive role in the allocation of public sports resources;cultivate Hub-type sports social organizations and give full play to the mobile role of social organizations in public sports services;construct the linkage mechanism of multi-cooperative governance to promote the high-quality development of public sports services;improve the governance system of co-construction,governance and sharing,and promote the modernization of public sports service governance system and governance capacity.
