摘要
本研究对福州市控规调整工作实践进行回顾,论述在控规调整“弹性空间”相对模糊的情况下,控规调整具有一定随意性和不科学的可能性,这会影响到控规管理实施的严肃性与稳定性,也对原控规的整体性产生消极影响。在此基础上,针对控规调整中提出优化路径,包括实施控规调整“正负面清单”制、实施分类分级管控、搭建管理服务平台、出台技术规程等措施。
The paper reviews the practice of regulatory plan adjustment in Fuzhou,and discusses that under the condition that the flexible space of regulatory plan adjustment is relatively vague,the regulatory plan adjustment has random and unscientific possibilities,which will affect the seriousness and stability of the implementation of regulatory plan management.And it also has a negative impact on the integrity of the original regulatory plan.On this basis,the optimization path is proposed for the regulatory plan adjustment,including the implementation of the“positive and negative list”system for regulatory plan adjustment,classification and hierarchical management and control,establishment of a management service platform,and introduction of technical regulations.
