摘要
基于终身学习理论和天津市河北区社区教育现状,从社区教育治理发展的实践问题出发,运用文献研究法、实地调查法和案例研究法,选取河北区社区教育的典型案例,并对1158名老年人进行问卷调查。研究结果指出,目前河北区社区教育面临的困境主要包括:社会各界对社区教育的认识有待提高、社区教育治理能力有限、社区教育工作者综合能力有待加强、社区教育政策体系发展不健全。对此提出河北区社区教育治理的有效路径,主要包括以下四个方面:树立社区教育、终身教育理念,提升居民主体意识;加强教育人才队伍的引进与完善,实施信息化教育;明确政府定位,健全社区教育政策体系;健全法律规约体系,依法保障居民权益。
Depending on lifelong learning theory and status of community education in Hebei District,Tianjin,it made research by application of literature research method,field method and case study method according to the practical issues with respect to governance and development of community education.It took the community education in Hebei District as the typical cases and made the survey on 1,158 senior people by means of questionnaire.The research result indicated that the present challenges of community education in Hebei District,Tianjin include the limited capability of community governance and the unsound development of policy system for community education so that the understanding of community education by all sectors of society is to be improved and the comprehensive capability of educator in community is to be consolidated.Accordingly,it gives proposals on the effective path of community education governance in Hebei District which includes mainly improvement of residents′subject consciousness by creation of concept of community education and lifelong learning,intensification of introducing and perfecting education talents by application of informationized education,establishment of sound policy system for community education by means of determining clearly the role of government and establishment of sound legal and regulating system for safeguarding legally the residents′interests.
