摘要
构建与上海国际金融中心相匹配的离岸金融体系,是中央对浦东金融开放提出的要求。当前,浦东离岸金融业务总体规模较小、业务品种较少、经营范围狭窄,离岸人民币债券市场不够成熟,离岸金融监管制度尚不健全,存在诸多潜在风险。因此,一方面要加快推动离岸金融系统构建与运行机制改革,进一步完善金融市场体系、产品体系、机构体系和金融基础设施体系;另一方面要切实防范离岸金融风险,完善离岸金融审慎监管机制,健全离岸金融市场账户管理体系,防范虚假贸易融资。
To build an offshore financial system matching Shanghai’s international financial center is a requirement put forward by the central government for Pudong’s financial opening.At present,the overall scale of Pudong’s offshore financial business is relatively small,the business varieties are small,the scope of operation is narrow,the offshore RMB bond market is not mature enough,the offshore financial regulatory system is not yet sound,and there are many potential risks.Therefore,on the one hand,we should accelerate the reform of offshore financial system construction and operation mechanism,further improve the financial market system,product system,institutional system and financial infrastructure system;on the other hand,we should effectively prevent offshore financial risks,improve the prudential supervision mechanism of offshore finance,improve the account management system of offshore financial market,and prevent false trade financing.
