摘要
在完善共建共治共享的社会治理制度、推进基层治理体系和治理能力现代化的大背景下,创新城市社区治理成为一个重要的时代课题。巨变中的城市社区治理以及城市社区党建,有着发展的诸多便利,同时也需应对巨变所带来的诸多挑战。创新城市社区党建,推动党建引领社区治理落到实处,进而提升城市社区治理质量,就要注意处理好社区党建与社区自治、社区党员与社区治理、社区党建与社区动员的关系。把党的领导优势转化为社区治理优势、基层治理制度优势转化为治理效能,就要在党建工作方式创新中做强做实基层党建、通过社区党建将社区及社区党员有效组织起来、在增强党员与社区关联中优化社区党建协调机制。
In the context where efforts are being made to improve social governance through collaborative,participatory and interest-sharing means and update grassroots institution and capability in social governance,innovation of urban community governance has become an important issue today.The drastic changes that are taking place in urban community governance and CPC construction at community level have brought about benefits but also challenges.The innovation of urban community CPC construction as a guiding force in upgrading the quality of urban community governance requires due attention to be paid to proper handling of relations between community CPC construction and community autonomy,between community CPC members and community governance,and between community CPC construction and community mobilization.Likewise,to translate the strength of CPC leadership into the strength of community governance,and the institutional strength of grassroots governance into governance efficacy requires,a strengthening of CPC construction through innovative modes of work,an effective organization of community CPC members and an optimization of a coordination mechanism through increased links between the CPC members and the community.
