摘要
引入政策功能、评估、执行等政策学理论研究高考政策,能够一定程度地拓宽高考研究的视野与路径。政策功能视角下,高考具有分配、选才、育人3项基本功能,高考功能异化表现为高考政策产生与预期目标相偏离且难以预料的负面效果。政策评估视角下,高考评估不仅应关注政策的预期效果、附带效果,重视包括"顾客"在内的利益相关群体的反馈和评价,还应注重质化评估方式。政策执行视角下,博弈模型、浴盆模型为高考政策执行研究提供了理论思路。据此,初步构建了高考政策研究的理论框架。
The introduction of policy theories such as policy function, evaluation, and implementation to study the college entrance examination policy can broaden the horizon and path of college entrance examination research to a certain extent. From the perspective of policy functions, the college entrance examination has three basic functions including distribution, selection and education. The alienation of the college entrance examination function is manifested in the deviation of the college entrance examination policy from the expected goal and unpredictable negative effects. From the perspective of policy evaluation, college entrance examination evaluation should not only pay attention to the expected effects and incidental effects of the policy, pay attention to the feedback and evaluation of stakeholders including"customers", but also pay attention to qualitative evaluation methods. From the perspective of policy implementation, game models and bathtub models provide theoretical ideas for the research on policy implementation of the college entrance examination. Based on these, the theoretical framework of the college entrance examination policy research is initially constructed.
