摘要
为了明确通勤类飞机取俄联邦型号认可证(VTC)的工作内容,通过对中、俄型号合格审定过程及中俄适航双边协议进行研究,梳理出了取俄联邦VTC工作流程,结合某型机取俄联邦VTC经验,重点对俄联邦适航规章与我国适航规章存在的差异进行研究,明确因规章差异需补充开展的符合性验证工作,并对补充验证工作项给出了符合性验证方法。同时,总结了取证中需重点关注的技术要点。研究内容对我国通勤类飞机取俄联邦VTC具有重要的参考和借鉴意义。
In order to clarify the work content of obtaining the Russian Federation Validated Type Certificate(VTC) for commuter aircraft, through the study of certification procedure of both China and Russia and the bilateral agreement between China and Russia on airworthiness, the work procedure of obtaining the Russian Federation VTC sorted out.In combination with the experience of a certain aircraft in obtaining the Russian Federation VTC, this paper focuses on the differences between the Russian Federation airworthiness regulations and Chinese airworthiness regulations,clarifies the supplementary compliance verification work due to regulatory differences, and gives the compliance method for the supplementary verification work items. At the same time, it summarizes the key technical points that should be paid attention to in obtaining VTC. The research content of this paper has important references for China’s commuter aircraft to obtain Russian Federation VTC.
