摘要
为推进城市生活垃圾分类收集,提升居民参与率,实现垃圾减量化、资源化发展,分析了我国城市住宅区垃圾分类收集现状,归纳了城市垃圾分类收集方式方法,指出了垃圾分类收集中存在的主要问题,包括物业公司成本大幅增加,考核机制、奖惩机制不健全,政府补贴不到位,实施方案难以落地。提出发挥物业管理能动作用的工作机制:完善政策措施和相关奖惩办法,加大对垃圾分类收集工作的资金投入和补贴,引导物业对可回收垃圾进行资源化处理,更好地推进垃圾分类收集工作的开展。
In order to promote the classified collection of urban domestic waste,improve the participation rate of residents,and realize the reduction and resource development of waste,this paper analyzes the current situation of classified collection of waste in urban residential areas in China,summarizes the methods of classified collection of urban waste,and points out the main problems existing in classified collection of waste,i.e.the substantial increase of cost of property companies,the reward and punishment mechanism is not perfect,the government subsidies are not in place,and the implementation plan is difficult to implement.It puts forward the working mechanism to give full play to the dynamic role of property management,i.e.to improve policies and measures and relevant reward and punishment methods,increase capital investment and subsidies for waste classification and collection,guide the property to carry out resource treatment of recyclable waste,and better promote the development of waste classification and collection.
