摘要
通过构建海洋经济实力、海洋科技教育、海洋资源潜力、海洋生态环境、沿海腹地支撑五个方面组成的沿海地区海洋经济综合竞争力评价指标体系,应用层次分析法、多目标线性加权函数法和系统聚类法对2010—2017年11个沿海省(区、市)海洋经济综合竞争力进行了综合评价,得出主要结论:一是沿海地区海洋经济综合竞争力排位总体稳定,呈现"两头稳、中间波动"的特征;二是沿海地区海洋经济综合竞争力的培育呈累积叠加特征,后发地区海洋经济综合竞争力提升是一个长期而持久的过程;三是沿海地区海洋经济综合竞争力评价5个分项相互联系、互为因果、互相促进,只有综合发展、协调配合,才能实现均衡协调可持续发展。
By constructing the marine economic comprehensive competitiveness evaluation index system,which includes the five aspects of marine economic strength,marine science and technology education,marine resource potential,marine ecological environment and coastal hinterland support,and using analytic hierarchy process,multiple objective linear weighting function method and hierarchical cluster analysis methods,the comprehensive competitiveness of the marine economy of 11 coastal provinces in the years of 2010-2017 was comprehensively evaluated,and the main conclusions were drawn as follows:First,the comprehensive competitiveness of the marine economy in the coastal provinces was generally stable,showing the characteristic of"being stable of both ends and fluctuating in the middle".Second,the cultivation of the comprehensive competitiveness of marine economy is cumulative and superimposed,and promoting the comprehensive competitiveness of marine economy in the later-developed regions is a long-term and long-lasting process.The third is that the five sub-categories of the comprehensive competitiveness of the marine economy in the coastal provinces are interrelated,and of mutual cause-effect and mutual support relationship,so only harmonious,cooperating,comprehensive development can achieve balanced,coordinated and sustainable development be achieved.
