摘要
介绍了广东省标准《公共机构能源资源消耗限额》的编制背景、主要技术内容以及应用的注意事项。该标准依据《公共机构能耗定额标准编制和应用指南(试行)》以及广东省公共机构的实际情况,对公共机构进行了细化分类,并以广东省公共机构的能源资源消耗历史数据为基础,制定了各类公共机构的能源资源消耗指标的约束值、基准值和引导值,规定了公共机构能耗统计、能耗指标计算及修正的方法。该标准的编制为公共机构开展能效对标及定额管理提供了标准依据,将促进公共机构实现“碳达峰、碳中和”目标。
The local standard standard for energy and resources consumption quota of public institutions in Guangdong province,is presented in this paper,including background,main technical content and application considerations.Based on Guidelines for the compilation and application of energy consumption quota standards for public institutions(Trial)and actual situation in Guangdong province,in the standard,public institutions are classified,constraint value,benchmark value and leading value of energy and resources consumption quota of various public institutions are set according to energy and resources consumption data of public institution in Guangdong province,energy consumption statistics,energy consumption indicator and correction methods are determined.The standard provides basis for energy efficiency benchmarking and quota management of public institutions,in addition,promote the achievement of peak carbon dioxide emissions and carbon neutral.
