摘要
通过纯粹的市场机制调节教育资源易导致学校之间发展失衡,影响教育公平。政策制定者通过带有强制性制度变迁特征的“公民同招”政策对民办义务教育学校的招生方式进行调整。“公民同招”政策实现了部分政策目标,但是也产生了一些政策“副效应”:民办学校的特色发展受到影响、学生的教育选择权受到侵蚀。为进一步提高政策制定和执行的有效性和可持续性,一要提高教育政策的精准性,二要提高政策的权变性,三要提高政策的系统性,在法制框架下推进教育改革。
Allocating educational resources merely through market mechanism can easily lead to the quality difference between schools and affect educational equity.Policy makers adjust the admission policy of the private compulsory education schools through the private school to enroll students with the same way as the public schools.The policy has achieved some policy goals,but also produced some policy by-products.The unique development road of private schools has been affected,the efficiency of educational resource allocation has been reduced,and the right of education choice of students and parents has been compressed.In order to improve the effectiveness and sustainability of policy making and implementation,we should first improve the accuracy of education policy,second improve the variability of policy,and third improve the systematisms of policy.
