体育与健康课程政策执行中的“上下互动”问题省思 被引量:1

摘要 推进与深化体育与健康课程改革,需要认真反思和优化改革的方法问题。运用文献资料法、逻辑分析法等研究方法,从政策学层面对我国体育与健康课程改革的路径与方式进行了理性的总结、反思和检视,在理论阐释的基础上,提出了课程改革推深做实的具体思路与对策。主要结论:高度重视并推动“自下而上”的学校探索,并与“自上而下”的改革行动相呼应,主动促进二者间的相互转化与谐动,形成“上下互动”的政策执行格局,乃是将“上”面的改革意图成功落“下”,从而将改革推深做实的必经之路。建议:通过“上”“下”间的“相互适应”强化政策的执行;以更为民主的方式推进政策实施;加大力度推进政策工具的综合运用;重视“中层”领导力的加强和专家学者承“上”启“下”的积极运作;通过“赋权增能”全面提升体育教师的课程“知行力”。 The methodology of reform deserves serious reflection and optimization to further deepening of P.E and health course reform.Adopting literature study and logical analysis,this paper summarized and reflected approaches and methods of physical education and health curriculum policy implementation.Based on the prior research and related theories,this study proposed some specific ideas,several suggestions and countermeasures.The main conclusions include:we must give enough emphasis and impetus to the bottom-up practice exploration of primary and junior schools of grass roots level,promote it echo with top-down reform action,actively promote their organic combination and interaction,and eventually form a policy implementation pattern of“mutual interaction between the bottom and the top”.To build implementation picture of“mutual interaction between the bottom and the top”,three aspects should be strengthened,respectively are:“top-level push”,“bottom-level innovations”and“medium-level commitments”.And interactive serial relation among those three must be created.Specific strategies include:the mutual adaptation and cooperation between the bottom and the top should be emphasized;the reform should be carried out with democratic pattern;policy instruments should be applied comprehensively;the leadership of medium-level administrative departments should be strengthened and experts and scholars'help between the upper and lower should be highly valued;the P.E teachers'curriculum ability of cognition and action should be comprehensively improved through empowerment.
