摘要
慈善事业是社会保障体系的重要补充,它不仅为社会困难群体提供基本生活保障,而且还是实现国家治理能力和治理体系现代化的重要举措。持续的慈善资源供给是慈善事业健康发展的物质基础。当前我国慈善供给福利三角不同的价值取向使得国家、企业与公众之间形成内在张力,难以协作进行慈善供给,导致慈善供给效率低下、慈善事业发展缓慢,慈善供给福利三角面临解体危机。对此,要消除福利三角主体间不利于慈善供给的力量,化张力为动力,在此基础上协调整合国家、企业与公众的力量,建立彼此间的合作伙伴关系,构建高效稳定可持续的慈善供给福利三角模式。
Charity is an important supplement to the social security system. It not only provides basic livelihood security for the special groups in society, but is also an important measure to realize the modernization of national governance capabilities and governance systems. The continuous supply of charity resources is the material basis for the healthy development of charity. At present, the different value orientations of my country’s charity supply and welfare triangle create internal tensions between the state, enterprises and the public, and it is difficult to coordinate charity supply, resulting in low efficiency of charity supply and slow development of philanthropy. The charity supply and welfare triangle is facing a crisis of disintegration. In this regard, it is necessary to eliminate the forces that are not conducive to charity supply among the main body of the welfare triangle, turn tension into driving force, coordinate and integrate the power of the state, enterprises and the public on this basis, establish mutual cooperative partnership, and build an efficient, stable and sustainable charity provides welfare triangle model.
