技能促进创新:员工技能培训的创新绩效研究

摘要 企业投资员工技能培训的主要目的在于通过培训优化人力资本结构,为企业在创新驱动发展时代筑牢竞争优势。鉴于此,在“技术—组织—制度”分析框架下对员工技能培训的创新绩效进行理论阐述,并运用计量分析方法对此进行实证检验。计量分析结果表明,技能具有创新效应,即员工技能培训对产业创新能力的回归系数在1%的显著性检验水平上为正数。该结果在产业异质性、技术异质性以及考虑内生性问题后的检验中仍然成立,说明研究结论具有较高的可信度。实证结果表明,培训在推动技能迭代更新的过程中扮演重要角色,技能有助于促进创新。由此可能蕴含的政策启示有:构建技能型社会教育体系,发挥技能促进创新的效应;完善现代职业教育体系,助推“技能中国行动”实施;重新审视劳动技能价值,坚持职业教育类型属性。 The main purpose of enterprise investment in employee skill training is to optimize the human capital structure through training and build a competitive advantage for enterprises in the era of innovation-driven development.In view of this,this paper theoretically expounds the innovation performance of employee skill training under the analysis framework of"technology-organization-system",and makes an empirical test by using econometric analysis method.The results of econometric analysis show that skills have innovation effect,that is,the regression coefficient of employee skill training on industrial innovation ability is positive at the significance test level of 1%.The result is still valid in the test of industrial heterogeneity,technological heterogeneity and considering endogenous problems,indicating that the research conclusion has high reliability.The empirical results show that training plays an important role in promoting the iterative renewal of skills,and skills help to promote innovation.The possible policy implications are:building a skill based social education system and give full play to the effect of skills promoting innovation;improving the modern vocational education system and promote the implementation of"Skill China Action";reexamining the value of labor skills and adhere to the type attribute of vocational education.
