摘要以沱江流域内江段为试验区,基于493个案例的微观调查数据,运用多元有序分类Logistics回归模型,验证集体认可、干群沟通及二者的交互效应对公众水环境治理行为的影响.研究表明:集体认可和干群沟通均正向影响公众水环境治理行为,且干群沟通通过影响集体认可对公众水环境治理行为有进一步的正向促进作用.研究结果的政策启示是:多途径开展环境教育宣传,培育公众集体参与意识;健全公众环境决策参与机制,重视干群良性关系的培育;加快环境电子政务建设,畅通公众环保参与渠道;甄别水环境综合治理的参与对象,进一步加快培养“民间河长”. Take the Neijiang section of the Tuojiang River basin as the research object,based on the microscopic data of 493 cases of investigation,and by use of multivariate ordinal classification logistics regression model,the effect of collective recognition,cadres-masses communication and the interactive effect of the two on public behavior toward water environment treatment is tested.It is found that:both collective recognition and cadres-masses communication positively affect public participation in water environment management,and the cadres-masses communication has a further positive prompting impact on the participation behavior of the public in the comprehensive water environment management via its influence on the collective recognition.The enlightenments of this study on policy-making are as follows:to carry out diversified environmental education publicity campaigns to foster public consciousness of collective participation;Improve the mechanism of public participation in environmental decision-making and attach importance to the cultivation of benign relations between cadres and the masses;Speed up the construction of environmental e-governance and open channels for public participation in environmental protection;to screen out the relevant participants necessary for the comprehensive treatment of water environment and further accelerate the cultivation of“folk river chiefs”.
