摘要
进入“十四五”时期,节能审查制度在遏制高耗能高排放“两高”项目盲目发展、助力实现“双碳”目标等方面将承担更加重要的使命,然而现阶段节能审查制度在实施中还存在约束力不足、监管机制不顺、工作深度不够等问题。针对节能审查制度现状进行了总结分析,认为应结合节能审查制度的新形势与新要求,进一步完善节能审查机制;提出增加碳排放评价、强化事中事后监管、完善工作机制和工作体系等具体建议,从而为保障实现全社会能源消费总量和强度“双控”目标和“双碳”目标提供有效支撑。
During the 14th Five-Year Plan period,under the guidance of the goals of carbon peak and carbon neutrality,the energy conservation censorship will undertake a more important mission in curbing the blind development of projects with high energy-consumption and high emissions and helping to achieve the goals of carbon peak and carbon neutrality.However,the design of the energy conservation censorship at this stage can not meet the needs of carbon peak and carbon neutrality,and there are also some problems in the implementation,such as insufficient institutional binding force,unsmooth supervision mechanism,insufficient work depth and so on.It is suggested that in the next steps,it should be further promoted from the aspects of increasing carbon emission evaluation,strengthening the in-process and post-process supervision,and improving the working mechanism and working system,so as to provide support for the realization of the control of both the total and intensity of energy consumption of the whole-society and the goals of carbon peak and carbon neutrality.
