摘要
后脱贫时代,中国贫困治理由绝对贫困治理阶段转向相对贫困治理阶段,建立解决相对贫困长效机制将成为贫困治理的战略转型和工作重点。居民收入差距明显、贫困地区产业基础薄弱、防止脱贫人口返贫和新增贫困人口压力大、农村基础设施与群众需求不匹配、农村基本公共服务短板等现实问题突出,显示出广西深化相对贫困治理和建立解决相对贫困长效机制的重要性和紧迫性。面对相对贫困群体和贫困标准确定难度大、相对贫困治理政策衔接困难、构建相对贫困治理新格局约束多元等困境,广西应转化贫困治理理念和战略:制定动态多维的相对贫困标准线和衡量机制,实施符合广西实际的相对贫困人口识别、干预扶持和动态管理机制,超前谋划相对贫困地区政策支持体系,加强相对贫困治理一体化衔接和管理制度设计,建设促进城乡产业联动发展载体,扩大城乡经济融合发展空间,培育和增强相对贫困治理内生驱动力。
In the post-overcoming poverty era,China’s poverty governance shifts from absolute poverty to relative poverty,and the establishment of long-term mechanism to solve relative poverty will become the strategic transformation and focus of poverty governance.There are many realistic problems such as:obvious income gap between residents,a weak industrial foundation in poor areas,great pressure to prevent the poverty-overcoming people from poverty returning and increase the poor population,not matching between rural infrastructure and people’s demands,poor basic public services in rural areas,which show the importance and urgency of deepening relative poverty management and establishing long-term mechanism to solve relative poverty in Guamanian.Faced with the difficulties of determining relative poverty groups and poverty standards,connecting relative poverty governance policies,and constructing a new pattern of relative poverty governance with multiple constraints,Guangxi government should transform its poverty governance concepts and strategies:Formulate a dynamic and multi-dimensional relative poverty standard line and measurement mechanism,implement a mechanism for identifying,intervening and supporting and dynamic management of the relative poor population that conforms to the actual conditions of Guamanian,make a good plan for the relative poor area,formulate the policy support system in advance,strengthen the integration of relative poverty management and management system design,develop the carrier for promoting the coordinated development of urban and rural industries,expand the space for the integrated urban and rural economic development,foster and enhance the driving force for relative poverty governance.
