摘要
在美国"印太战略"设计中,印度被界定为关键性角色。但自该战略提出以来,印度实际扮演的战略角色呈现出了一个动态变化的过程。在2017~2019年间,印度在"印太战略"中表现为有限参与者,其与美国存在一定分歧,对四边机制缺乏积极态度,保留与中国合作的空间。2020年以来,印度变为主动介入者,其与美国的战略合作进一步深化,主动完善升级"四边机制"。印度的战略角色转变主要源于对中印、美印关系的再定位。以及印度逐渐将"四边机制"视为获取功能性收益的"议题联盟"和介入地区事务的主要机制。
In the design of the U.S."Indo-Pacific Strategy,"India plays an essential role.Since the strategy was put forward,India’s strategic role has shown a dynamic change.From 2017 to 2019,the role of India in"Indo-Pacific Strategy"was manifested as limited participation,and there were certain differences between India and the U.S.in terms of strategic content and path.Moreover,India lacked a positive attitude towards the Quad and reserved space for cooperation with China.Since 2020,India has been actively involved in the strategy.India has further deepened strategic cooperation with the U.S.,actively upgraded the Quad and expanded its functions.India’s changed strategic role mainly stems from the repositioning of Sino-India relations,the U.S.-India relations,and the relationship between India and the Quad.The consensus on cooperation between China and India has been weakened,and their bilateral relations are highly competitive.The common interests of the U.S.and India have been continuously strengthened,and India has begun to adjust its strategic autonomy and promote the strategic synergy with the U.S..At the same time,India gradually regards the Quad as issue-based coalition to obtain functional benefits and the main mechanism for engagement in the region.In the absence of a major repositioning of Sino-India relations,India’s role in the"Indo-Pacific Strategy"will be further strengthened.
