摘要
县域经济发展是区域经济发展的基石。我国经济发展进入新常态,国家大力提倡科技创新以改变传统经济增长方式,县域经济的科技创新能力对区域经济结构的转型升级起到至关重要的作用。以河北省会石家庄所辖县域为样本数据,选取了代表经济发展水平、科技创新环境、科技创新投入、科技创新产出的四大类指标,运用熵值法对该市县域的科技创新能力进行评价分析,发现石家庄各县域科技创新能力发展差距较大,存在结构性问题。建议从加强政策引导、建立优势科创体系、加强科创环境建设、加大科技创新投入力度、提高科技创新产出水平等5个方面提高石家庄市各县(区)的科技创新能力。
The development of county economy is the cornerstone of regional economic development.In the context of my country's economy entering a new normal and the country vigorously advocates technological innovation to change the traditional economic growth mode,the technological innovation capability of the county economy plays a vital role in the transformation and upgrading of the regional economic structure.By taking the counties under the jurisdiction of Shijiazhuang,the capital of Hebei Province,as sample data,three types of indicators representing innovation environment,innovation input,and innovation output are selected,and the entropy method is used to evaluate and analyze the science and technology innovation capabilities of the city and counties.Finally,it is concluded that there is a large gap in the development of scientific and technological innovation capacity in Shijiazhuang counties and districts,and there are structural problems.It is also recommended to improve the scientific and technological innovation capabilities of counties(districts)in Shijiazhuang City from five aspects:strengthening policy guidance,establishing a superior science and technology innovation system,strengthening the construction of science and technology innovation environment,increasing investment in science and technology innovation,and improving the output level of science and technology innovation.
