摘要
随着我国社会治理方式的整体转型和高等教育领域矛盾的频繁凸显,构建新型高等教育管理方式,坚持立德树人,培养社会主义事业的合格建设者和可靠接班人,满足国家、社会及个体对优质高等教育的新需求,已成为当前高等教育管理迫切需要重视的问题。研究认为,治理是充分利用多元主体优势,通过相互协商,共同合作来实施的一种先进管理方式,对变革我国以政府为主的单一化高等教育管理方式具有借鉴性,对于满足高等教育多元化利益诉求具有适切性,对保障高等教育办学的社会主义方向具有迫切性。已有研究很少从组织要素视域来分析大学治理体系问题,导致大学治理理论与实践应用存在裂痕。为此,研究从组织要素视域对治理体系建构方式进行研究,分析了大学治理体系构建的逻辑要义、体系结构,研究认为,大学治理体系要以治理能力发挥充分发挥为导向,采取"价值—逻辑—方法—技术"的路径进行重构,这对提升国家大学治理水平,实现扎根中国大地办大学,坚持立德树人,满足新时期国家、社会及个体对高质量高等教育发展新需求具有重要意义,对实现"为党育人、为国育才",培养社会主义事业的合格建设者和可靠接班人具有重要价值。
With the overall transformation of China’s social governance and the frequent highlighting of contradictions in the field of higher education, it has become an urgent issue to pay attention to strengthen moral education and cultivate people,to train qualified builders and reliable successors for socialist Society,to construct a new management way of higher education to meet the new needs of the country, society and individuals for high quality higher education. The study believes that governance is an advanced management mode that makes full use of the advantages of multiple subjects and implements through mutual consultation and cooperation. It has a full reference for the reform of China’s single higher education management mode dominated by the government, and is fully appropriate for meeting the diversified interests of higher education. The existing researches seldom analyze the problems of university governance system from the perspective of organizational elements, which leads to the cracks between the theory and practical application of university governance,and it is urgent to guarantee the higher education to run for the direction of Socialist Society. Therefore, this study studies the way of governance system construction from the perspective of organizational elements, analyzes the logical meaning and architecture of university governance system construction, and the university governance system should aim at giving full play to its governance ability and adopt the "value-logic-method-technology" path to reconstruct, which is an great significance to adhere moral education and cultivate people,to run a university in China’s realities,to improve the level of university governance and meet the new needs of the country, society and individuals for the development of high quality higher education in the new period,which is an great value to cultivate talents for the Party and the country,to train qualified builders and reliable successors for Socialist Society.
