摘要
文章结合宁夏8个县(区)406份农牧户的调研数据,运用描述性统计方法和多元有序Logistic回归模型,研究农牧户对草原生态保护补助奖励政策的满意度,并对其影响因素进行了实证分析。结果表明,影响草原生态保护补助奖励政策的因素主要有农牧户对草原法的了解程度、畜牧补贴满意度、动物种类和数量变化、空气质量变化、草原执法人员满意度,以及草原承包的迫切性。研究结果得出的政策启示主要是宁夏草原生态保护补助奖励政策需进一步树立草原生态保护底线思维,提升草原监管执法能力;因地制宜,合理制定草原生态补偿标准;拓宽农牧户转产就业渠道,弥合现有政策缝隙,进而实现农牧户持续增收目标。
Based on 406 survey data of farmers and herdsmen in 8 counties(districts)in Ningxia,this article uses descriptive statistics and a multivariate ordered logistic regression model to study farmers and herdsmen’s satisfaction with the grassland ecological protection subsidy and reward policy and its impact.The factors are empirically analyzed.The results showed that the main factors affecting the grassland ecological protection subsidy and reward policy were the understanding of the grassland law by farmers and herdsmen,the satisfaction of animal husbandry subsidies,changes in animal species and quantity,changes in air quality,satisfaction with grassland law enforcement personnel,and the urgency of grassland contracting.The policy enlightenment from the research results is mainly that Ningxia’s grassland ecological protection subsidy and reward policy needs to further establish grassland ecological protection bottom line thinking and improve grassland supervision and law enforcement capabilities;appropriately formulate grassland ecological compensation standards according to local conditions;broaden the channels for farmers and herdsmen to change employment to bridge the situation.There are policy gaps in order to achieve the goal of continuous income increase for farmers and herdsmen.
