摘要
贫困内涵的多维复杂性和致贫因素的多重叠加性以及贫困是历史性和动态性、绝对性和相对性的对立统一,使得中国深度贫困地区反贫困事业从决定性成就到全面胜利还有很长路要走。设置过渡期将脱贫攻坚的有效模式和业态纳入乡村振兴战略架构进行前瞻性谋划和战略性布局,科学构建精准扶贫长效机制和脱贫致富长效提升工程,既可以推动国家减贫战略和工作体系平稳转型,也能乘势而上全面开启"三农"工作重心历史性转移。基于此,在归纳深度贫困地区巩固拓展脱贫攻坚成果与乡村振兴有效衔接使命任务并阐述全球乡村发展趋势及对我国乡村振兴启示基础上,立足深度贫困地区实际,提出了重点从补齐教育短板和破解人才瓶颈制约、推动易地扶贫搬迁后续帮扶与新型城镇化及乡村振兴有效衔接、培育壮大特色优势产业体系、财富创造与财富再分配机制同步成长、生态扶贫引领绿色发展崛起、提升基层内生反贫困能力和团结包容的社会治理能力等领域进行探索实践的建议。
The multi-dimensional complexity of the connotation of poverty,the multiple superposition of the factors causing poverty,and the unity of opposites between the historical and the dynamic,the absolute and the relative of poverty lead to the fact that there is still a long way to go from the decisive achievement to the overall victory of the anti-poverty cause in the deeply impoverished areas of China. Setting a transition period,bringing the effective model and business forms of poverty alleviation into the strategic framework of rural revitalization,making forward-looking planning and strategic layout,and scientifically building a long-term mechanism for targeted poverty alleviation and a long-term improvement project for poverty alleviation and prosperity can not only promote the smooth transformation of the national poverty reduction strategy and the work system,but also take advantage of the momentum to comprehensively open the historical shift of the focus of " agriculture,rural areas and farmers. On the basis of summarizing the consolidation and expansion of the key achievements of poverty alleviation in deep poverty areas,the effectively connecting mission with rural revitalization,the global rural development trend and its enlightenment to China’s rural revitalization,this paper puts forward some suggestions according to the reality of different deeply poor areas: focus on making up for the shortcomings of education;solve the bottleneck of talents;promote the effective connection between the follow-up assistance after relocation in other places,the new urbanization and the rural revitalization;cultivate and expand the characteristic advantageous industrial system;promote the synchronous growth of wealth creation and wealth redistribution mechanism;advocate green development through ecological poverty alleviation;the rise of green development led by ecological poverty alleviation;improve the endogenous anti-poverty ability and the ability to unify and subsume of grass-roots units.
