摘要
伴随着新时代脱贫攻坚目标任务的顺利完成以及乡村振兴战略的全面实施,持续巩固脱贫攻坚成果同乡村振兴有效衔接成为现阶段我国农业农村发展的重点任务。文章基于对湖南省脱贫攻坚成效与经验、农业农村发展现状的梳理,从地理学视角出发,提出湖南省巩固脱贫攻坚成果同乡村振兴有效衔接的总体框架与长效机制。认为针对有效衔接总体框架的构建需以地域分异理论、区域发展阶段理论以及人地关系地域系统理论等为基础,做好"三类政策"衔接、"三个一批"调整、"三分协同"落地的政策顶层设计,根据空间尺度、地域类型与发展阶段选取创建有效衔接试点示范区。有效衔接长效机制的确立则应立足湖南省实际情况与发展远景,通过建立健全风险防范机制、特色发展机制、多维吸引机制、创新发展机制、互动协同机制、可持续发展机制等六大长效机制,持续巩固湖南省脱贫成果、接续推进乡村振兴发展。
With the completion of the poverty alleviation task and the implementation of the rural revitalization strategy,the effective connection between rural revitalization and the achievement consolidation of poverty alleviation has become the vital task of China’s agricultural and rural development in the new era. Based on the analysis of the effectiveness and experience of poverty alleviation and the status quo of agricultural and rural development in Hunan Province,the article proposes the overall framework and long-term mechanism for consolidating the achievements of poverty alleviation and rural revitalization from the perspective of geography. It holds that the construction of the overall framework for effective convergence needs to be based on the theories of regional differentiation,regional development stage,and regional system of man-land relationship, and improve the top-level design for policy classification, policy adjustment and policy implementation. According to the spatial scale,geographical type and development stage,it selects the pilot demonstration area for effective connection. Based on the actual situation and development prospect of Hunan Province, this paper establishes the long-term mechanism. Specifically, it is necessary to establish and improve six long-term mechanisms,including risk prevention mechanism, characteristic development mechanism, multi-dimensional attraction mechanism,innovative development mechanism, interactive coordination mechanism, and sustainable development mechanism, in order to achieve the goal of achievement consolidation of poverty alleviation and promoting rural revitalization in Hunan Province.
