摘要
基层治理作为社会治理的基础和支撑逐渐得到国家层面的重视,以治理重心下移来夯实“中国之治”的基层根基也成为推进国家治理体系和治理能力现代化的关键环节。党的十九大以来,治理重心下移更是被赋予新的理论内涵和实践要求。将治理重心下移置于“结构—过程”范式下进行深入分析,其运行机制呈现出这样一个过程:国家层面上推进的治理结构的重塑规定着治理过程,主要表现在为治理主体设定行动框架和提供治理资源,进而影响其治理行为,治理行为的核心是权力配备、资源配置、权力行使以及主体互动等,而治理行为的规范与否又反过来维持或冲击着原有规范意义上的治理结构,只有治理行为与治理结构不断相互调适和优化,才能最终促进治理效能提升。因此,推进治理重心下移的同时,还需要辅以坚持适度原则、尊重地方差异、培育基层能力和优化监督方式等调适策略。
As the basis and support of social governance,primary-level governance is gradually attached great importance by our country.To lay a solid primary-level foundation of“the governance of China”through the downward movement of the governance focus becomes the key aspect in promoting modernization of state governance system and capability.Since the 19th National Congress of the Communist Party of Chi⁃na,the downward movement of the governance focus has been given new theoretical connotation and practi⁃cal requirement.To deeply analyze the downward movement of the governance focus under the“structure-process”paradigm,its operation mechanism shows such a process:the remodeling of governance structure promoted at the national level regulates the governance process,which is embodied in formulating action plan and providing governance resources for governance subjects so as to have an impact on its governance behaviors.The core of governance behavior is power allocation,resource allocation,power implementation and subject interaction,and whether the governance behavior is standardized maintains or impacts in turn the original standardized governance structure.Only when governance behavior and governance structure are continuously adjusted and optimized,can it promote eventually the improvement of governance efficiency.Therefore,besides promoting the downward movement of the governance focus,it is of necessity to supple⁃ment some adjustment strategies such as adhering to the appropriate principle,respecting regional differenc⁃es,cultivating primary-level capacities and optimizing supervision methods.
