摘要
“一带一路”以深度回应发展需求、国家和国际组织参与广泛、切入到项目合作中去,成为当代全球最大的发展工程。《巴黎协定》下的全球低碳转型对绿色“一带一路”建设提出新要求,后疫情时代全球绿色复苏为低碳转型带来了时间窗口,全球能源变革客观上为大国合作增强了可能性。绿色“一带一路”建设要动员发达国家参与其中,推进项目建设与所在国低碳目标相衔接,推进中国生态文明建设经验的推广以及“双碳”目标与绿色“一带一路”相关联。未来共建绿色“一带一路”存在美欧仍置身事外、中美欧联动、中国和美欧构成平行体系三种格局。鉴于美国对中国提出的“一带一路”的固有认知,目前看形成中美欧联动困难较大,但美欧本着良性竞争的态度,真正落实所承担的资金、技术和能力建设责任,也是对全球低碳转型的贡献。
“The Belt and Road”responds to development needs in depth,and countries and international organizations participate extensively and cut into project cooperation,making it the largest development project in the world today.The global low-carbon transition under the Paris Agreement puts forward new requirements for the green“The Belt and Road”construction.The global green recovery in the post-epidemic era has brought a time window for the low-carbon transition,and the global energy reform objectively increases the possibility of cooperation between major powers.The green“The Belt and Road”construction needs to mobilize developed countries to participate in it,promote the integration of project construction with the host country’s low-carbon goals,promote the promotion of China’s ecological civilization construction experience,and the“Carbon Peak and Neutrality”goal is linked to the green“The Belt and Road”.In the future,the joint construction of a green“The Belt and Road”will have three patterns:the United States and Europe are still on the sidelines;China,the United States and Europe are linked;China and the United States and Europe constitute a parallel system.In view of the United States’inherent understanding of the“The Belt and Road”initiative proposed by China,it seems that it is difficult to form a China-US-Europe linkage.However,the United States and the European Union have truly implemented their responsibilities for capital,technology,and capacity building in a virtuous competition attitude.It is also a contribution to the global low-carbon transition.
