摘要
党的十八大以来,中国治理腐败这一“现象级”的政治实践激发了海外观察家的热议与研究。他们从经济、政治、社会和国际等多维视角高度评价中国治理腐败取得的历史性成就,并将其成功归因为中国的国家制度和治理体系所具有的独特性与优越性。从深层密码看,中国治理腐败的制度优势主要体现为四个方面:中国共产党集中统一领导;坚持以人民为中心;党规与国法协同;善于自我监督和自我完善。正是这些“中国之制”的显著优势成功转化为治理腐败的效能,使得中国反腐败能够在短时期内取得压倒性胜利。透过海外对中国反腐经验和反腐方案的称赞、借鉴和期待,可以清晰地看出中国治理腐败这一“伟大创举”展现了强大的国际影响力,展示了对全球治理腐败的独特贡献,同时也为中国更好地治理腐败提供了重要启示。
Since the 18th National Congress of the CPC,the“phenomenal”political practice of China’s anti-corruption campaign has stimulated heated discussion and research among overseas observers.They highly appraised China’s historic achievements in anti-corruption from economical,political,social and in-ternational perspectives and attributed its success to the uniqueness and the notable strength of the system of socialism with Chinese characteristics and the China’s system for governance.From a deep meaning,Chi-na’s institutional strengths in anti-corruption are mainly reflected in four areas:Upholding the centralized and unified leadership of the CPC,adhering to the vision of making development people-centered,coordina-ting the state laws and the regulations of the Party,and promoting self-supervision and self-improvement.It is the significant advantages of the“China’s institutional advantages”that have been successfully trans-formed into effective anti-corruption governance,enabling China to achieve an overwhelming victory in anti-corruption during a short period of time.Through the praise,reference and expectations of China’s anticorruption and practice from overseas,it is clear that this“Great Pioneering”of China’s anti-corruption has demonstrated its strong influence and unique contributions to global corruption governance.And the con-structive appraise of the overseas observers can also provide enlightening significance to the development of China’s anti-corruption.
