摘要
江苏省高邮灌区按照水利部办公厅印发的《大中型灌区标准化规范化管理指导意见(试行)》,积极开展标准化规范化建设,从强化组织建设、建立安全管理体系、开展科学管理、提升为民服务质量、规范经济行为等方面建章立制,使建设与管理双提升、双促进,取得了显著的经济、生态和社会效益。
According to the Guidance on Standardized Management of Large and Medium Irrigation Districts(Trial)issued by the General Office of the Ministry of Water Resources,standardized construction has been promoted by means of establishing rules and regulations in the Gaoyou Irrigation District of Jiangsu Province,from institutional system and safety management,to scientific management,service improving and economic activity regulation,so as to improve both construction and management,which resulted in remarkable economic,ecological and social benefits.
