摘要
本文首先介绍了国内外产业分类标准的现状及两岸基于农残限量标准的农食产品分类体系框架和内容,阐述了植物性农食产品分类的差异,剖析了因分类差异造成农残限量项目误判或疏漏、影响农残检测方法的选择、阻滞两岸经贸交流以及不利生产加工经营等负面影响,最后提出了应通过制定农产品清单、制定两岸农产品分类对照标准、制定两岸农产品名词对照标准、梳理非食用农食产品明细表等措施,消除因分类标准差异带来的负面作用,促进两岸行业标准共通。
This paper first introduces the current situation of industrial classification standards both at home and abroad, and the framework and content of the classification system of agricultural food products based on the pesticide residue limit standards on both sides of the Taiwan Strait, expounds the differences in the classification of plant-based agricultural food products, and analyzes the negative effects caused by the classification differences, such as misjudgment or omission of pesticide residue limit items, affecting the selection of pesticide residue detection methods, blocking crossstrait economic and trade exchanges, and unfavorable production, processing and operation. Finally, it puts forward some suggestions to eliminate the negative effects caused by the differences in classification standards, such as formulating the list of agricultural products, formulating the standards on classification comparison and noun comparison of cross-strait agricultural product, combing the list of nonedible agricultural products and so on.
