公共机构人员借调现象及其规范——基层央行人员借调现象探析 被引量:1

摘要 借调,就是一个单位借用其他单位的工作人员而不改变其隶属关系。机关、事业单位、国有企业人员借调现象长期存在。对Z省人民银行系统人员借调情况的分析表明,人员借调虽然具有提高用人效率、培养人员才干、促进信息交流等积极作用,但也存在借调程序不规范、借调制度不统_、借调人员的差异性较大、借调人员使用较随意、借调管理不到位等问题。改进借调人员管理,应在坚持“能克服则克服”“原则上不借调”的前提下,规范、引导和约束借调行为,规范人员借调程序,加强借调人员日常管理,防止现有借调人员操作风险和业务风险。 Secondment means that a unit borrows working personnel from other units without changing the subordinate relationship.The phenomenon of secondment of personnel in government organs,enterprises and institutions has existed for a long time.The analysis on the personnel secondment of the People's Bank of Z Province shows that although the personnel secondment can improve the efficiency of personnel use,cultivate the competence of personnel and promote the exchange of information,there are also some problems,such as non-standard procedure,non-uniform secondment system,great diSerence between seconded personnel,random use of seconded personnel,and inadequate secondment management.Improving the management of seconded personnel,we should standardize,guide and restrict the behavior of personnel secondment on the premise of"overcome if we can overcome"and"not second in principle",standardize the personnel secondment procedure,strengthen the daily management of the seconded personnel,and prevent the operation and business risks of the existing seconded personnel based on the current situation of the seconded personnel.
