摘要
为将“带动三亿人参与冰雪运动”的北京冬奥会目标融入为民众“不断创造美好生活”的新时代愿景,克服广大人民群众将冰雪运动作为全民健身的重要选项而日益增长的参与冰雪运动的需求与冰雪场地设施供给发展不平衡不充分之间的矛盾,成为目前亟待解决的问题。本文在系统回顾相关体育规划、法律、法规以及与公园等公共空间的相关规范、标准、法律、法规协调性的基础上,以公益性、便利性、一地多用以及绿色环保为特征,提出“冬夏”公园的概念;以供给侧改革为突破口,从制度、总量与技术3个方面提出破解“冬夏”公园所面临困境的解决方案,充分论证了“冬夏”公园的可行性。
In order to integrate the goal of the Beijing Olympic Winter Games-encouraging 300 million people in China to participate in winter sports-with the vision of the New Era-creating a better life,it is urgent to resolve contradictions between people's ever-growing needs to participate in winter sports and the unbalanced and inadequate supply of winter sports venues.Based on a comprehensive review on the coordination between the master plans,rules,and laws of sports and the codes,standards,rules,and laws of public spaces such as parks,this paper puts forward a new conception:“Winter&Summer”Park,which is characterized by nonprofit,convenience,multifunction of one site,green,and environment protection.With the supply-side structural reform and innovation as a breakthrough,it proposes solutions to relevant dilemma from three aspects:system,quantity,and technology,which fully demonstrates the feasibility of the“Winter&Summer”Park.
