摘要
构建现代化的突发公共卫生事件应急管理体系是提升国家治理现代化水平的重要课题和必然选择,对此需要重点关注风险预警机制迭代、熔断响应阀值分级、应急医疗物资储备等问题。本文从突发公共卫生事件的特征入手,提出构建突发公共卫生事件应急管理体系的有效进路:实施风险预警迭代工程、布局应急医疗储备基地、推进医护人才储备工程、建设国家区域医疗中心、打造区域数据指挥中心、开展前沿医学攻坚项目。
Constructing a modern emergency management system for public health emergencies is an important topic and inevitable choice for improving the modernization of national governance. For this, we need to focus on issues such as the iteration of risk warning mechanisms, the grading of circuit breaker response thresholds, and the reserve of emergency medical supplies. Starting from the characteristics of public health emergencies,this article proposes an effective way to build an emergency management system for public health emergencies: implementing risk warning iterations,deploying emergency medical reserve bases, promoting medical talent reserve projects, building national regional medical centers, build a regional data command center and carry out cutting-edge medical projects.
