摘要
基于目前住建部门承接建设工程消防设计审查验收职能的背景下,对现阶段开展消防审验工作存在的工作人员不足、主体责任难落实、第三方机构监管难、建设工程消防验收难等问题进行分析,提出健全法规体系、完善监管机制,构建信息平台、保持监管连续性,与质量安全监管融合,加强监管队伍建设等改进建议与对策,以期为顺利开展消防审验工作提供借鉴。
Since the housing and construction departments took over the fire design review and the fire inspection and acceptance functions recently,there exist such problems as insufficient staff,having difficulties in implementing the main responsibilities and supervision by the third-party and acceptance inspection.Based on the analysis of the main problems existing in their current work,this thesis puts forward some improvement suggestions such as establishing a sound legal system,completing the supervision mechanism,building an information platform,having continuous supervision,integrating the quality with safety supervision and strengthening the supervision team building etc.in order to provide references for smoothly carrying out fire design review and fire inspection and acceptance work in the future.
