碳达峰碳中和目标背景下大气污染内生治理模式 被引量:7

摘要 应对气候变化的“30/60”目标对我国大气污染防治提出了更高的要求。蓝天保卫战三年行动计划虽已顺利收官,但仍面临诸多挑战,例如攻坚阶段下京津冀地区的二次污染防治。本文立足秋冬治霾的瓶颈期,比较分析英国、美国以及欧盟的大气污染治理模式,厘清我国大气污染成因的综合性、复杂性、特殊性特征,分析治理过程中所面临的挑战,反思我国绿色发展模式的转型机遇,深入探讨国际大气污染治理经验对我国的经验借鉴与政策启示。从外部防范转型、工业模式转型、能源体制转型、发展模式转型四个层面出发,探索效率与责任并重的精准化、系统化内生治理之路,为碳达峰、碳中和目标背景下的大气污染治理提供理论依据。 The 30/60 target of tackling climate change puts forward higher requirements for air pollution control in China.Although the three-year action plan on“Blue Sky Protection”has been successfully concluded,we are still facing serious challenges,such as the secondary pollution prevention and control in the Beijing-Tianjin-Hebei region under the critical stage.Based on the bottleneck period of PM2.5 control in autumn and winter,this paper makes a comparative analysis of air pollution control models in the United Kingdom,the United States and the European Union,clarifies the comprehensiveness,complexity and particularity of the causes of air pollution as well as the challenges faced in the process of air pollution control,demonstrates the transformation opportunities of green development in China,reflects on the transformation opportunities of green development model,and discusses the experience and policy implications of international air pollution control.From the four aspects of external prevention transformation,industrial model transformation,energy system transformation and development model transformation,the paper explores the path of accurate and systematic endogenous control that places equal emphasis on efficiency and responsibility,which provides a theoretical basis for air pollution control in the background of carbon emission peak and carbon neutrality.
