摘要
印太地区已成为大国博弈的重要区域,深刻影响着世界秩序的未来走向。作为曾经的域外霸权国,英国的“印太政策”体现出内在的承继性与代表性。通过梳理和考察英国对外政策的历史演变,发现英国尽管在整体上从属和联动于美国的全球战略,但其“印太政策”具有自身的路径依赖与政策目标。具体而言,英国依托帝国历史遗产,通过提升与局势稳定英联邦成员的合作水平,同时加大对欠发达英联邦成员的援助力度,强化与印太地区英联邦国家的历史纽带。与此同时,英国持续强化印太地区的军事存在,发挥印度洋领地的战略支点作用,加强与南太岛国互动,以提升在印太地区海洋安全事务中的话语权。此外,英国还通过加强与域内大国的良性互动并借助地区多边机制,参与大国地缘角逐与战略博弈,以维持在世界关键区域的国际影响力。
The Indo⁃Pacific Region has long been an important arena for major powers to exert geopolitical might,influencing the future trend of the world order in significant measures.As a former extraterritorial hegemonic power in the region,Britain's Indo⁃Pacific policies are characterized by distinct continuity and typicality.A review of the historical evolution of Britain's foreign policies reveals that its Indo⁃Pacific poli⁃cies have their own path dependence and policy objectives,though Britain has been subordinate to and in⁃teractive with the US global strategies as a whole.To be more specific,Britain has relied on its imperial heritage to strengthen its historical ties with Commonwealth countries in the Indo⁃Pacific region by increas⁃ing the level of cooperation with politically and economically stable Commonwealth members,at the same time increasing its assistance to less developed members.In the meantime,Britain has continued to amplify its voice in the maritime security affairs in the Indo⁃Pacific region by strengthening its military presence,highlighting the pivotal role of Indian Ocean territory,and promoting its interaction with South Pacific island states.In addition,Britain strives to participate in the geopolitical and strategic games of the major powers by strengthening interaction with regional powers and making use of regional multilateral mecha⁃nisms,in order to maintain its international presence in key regions of the world.
