摘要
中国与东盟国家磋商制定《南海行为准则》具有各国持积极态度、南海合作正在积极推进、磋商已取得积极进展等有利因素;同时,也面临着南海仲裁案的负面影响、东盟国家存在内部分歧、美国等域外国家持续干预唱衰、案文磋商争议较大等不利因素。对于《南海行为准则》的后续磋商,应当看到磋商进程将在曲折中前进,案文必然在酝酿成熟后才能推出,中国与东盟国家必将共同把握《南海行为准则》的后续磋商进程。中国应将磋商制定《南海行为准则》与建设中国-东盟国家的命运共同体紧密结合起来,加强《南海行为准则》后续磋商进程中的外交应对策略、法理斗争策略和舆论应对策略,既发挥中国负责任大国的作用,又通过《南海行为准则》积极维护南海地区的和平、稳定与团结。
The progress of consultations on the code of conduct in the South China Sea(COC)among China and ASEAN countries is attributed to the positive attitude of all countries,the cooperation in the South China Sea and the efforts of all parties in the consultations.Meanwhile,the consultations are also faced with the negative impact of the South China Sea arbitration case,the internal divergence among ASEAN countries,the continuous intervention of the United States and other western countries,and the disputes in the text negotiation.As for the follow-up consultations of the COC,we should see that the consultations will advance in twists and turns,the text will not be launched until it is mature,and the progress of the consultations will be jointly grasped by China and all ASEAN countries.China should combine the formulation of COC with the construction of a community of common destiny for China and ASEAN countries,and strengthen the diplomatic strategy,legal strategy and public opinion strategy,so as not only play the role of a responsible power,but also actively safeguard peace,stability and unity in the South China Sea with the COC.
