利益相关者参与学习型城市建设的异域经验与借鉴 被引量:1

The Foreign Experience and Reference of Stakeholders Participating in the Construction of a Learning City

摘要 学习型城市建设是一个系统工程,涉及经济社会各个领域,需要吸引来自各个领域的利益相关者参与,如公共文化设施(教育与文化场馆)机构、学校、大学、成人学院、社区、商业组织、民间组织以及社区志愿者组织。这些利益相关者是终身教育的实体和城市学习的供应商,是激发学习型城市社会活力的能动源。从国际上看,英国、澳大利亚、日本、韩国在学习型城市建设中,重视吸引利益相关者参与,在政策法规、专门机构、合作伙伴关系、财政间接激励等方面的经验值得我们借鉴。面对全球范围内学习型城市建设的潮势,我国应学习这些国家的先进经验,从政策法规建设、跨部门推展机构建设、合作机制建设、政府购买服务机制建设四个方面着手,吸引利益相关者参与,推进学习型城市建设进一步走向深化。 The construction of a learning city is a systematic project involving various fields of economy and society.It needs to attract stakeholders from various fields,such as public cultural facilities(education and cultural venues),schools,universities,adult colleges,communities,commercial organizations,and private organizations,and community volunteer organizations.These stakeholders are the entities of lifelong education and the suppliers of urban learning,and they are the dynamic source of stimulating the vitality of learning cities.From an international perspective,the United Kingdom,Australia,Japan,and South Korea attach importance to attracting stakeholders to participate in the construction of learning cities.The experience in policies and regulations,specialized agencies,partnerships,and financial indirect incentives is worth learning from.Facing the trend of building learning cities on a global scale,our country should learn from the advanced experience of these countries and start from four aspects:policy and regulation construction,cross-departmental promotion of institution construction,cooperation mechanism construction,and government purchase service mechanism construction to attract interest stakeholders participate and promote the further deepening of the construction of a learning city.
