摘要
军工行业标准是军工核心能力的重要支撑,其实施效果对于军工行业能力提升至关重要。本文在研究国内外标准实施效果评价方法的基础上,确定模糊层次分析法作为军工行业标准实施效果评价的基本方法,根据军工行业标准定位和作用,分析并构建评价指标体系,建立军工行业标准实施效果和评价方法。通过案例分析验证军工行业标准实施效果评价方法的适用性和合理性。
Military industry standards are an important support for the core capabilities of the military industry,and their implementation effects are crucial to the improvement of military industry capabilities.Based on the study on the evaluation methods of the implementation of domestic and foreign standards,this paper determines the fuzzy analytic hierarchy process as the basic method of evaluation of the implementation of military industry standards.According to the positioning and function of the military industry standards,it analyzes and constructs an evaluation index system and establishes the effects and evaluation methods for the implementation of military industry standards.It verifies the applicability and rationality of the implementation effect evaluation method of military industry standards through case analysis.
