摘要
实现碳达峰、碳中和是一场广泛而深刻的经济社会系统性变革,不仅需要压实生产者的责任,也需要落实消费者的责任。从需求侧出发,推动消费模式升级倒逼绿色低碳清洁化生产,是探索经济社会系统绿色低碳转型的重要路径。消费领域用能及其带来的碳排放主要用于提升消费者的舒适度,不具有"转移"特征,且个体间差异较大。除了技术、标准和政策"硬约束"之外,消费观念、消费偏好、消费方式等是影响消费碳排放的"软约束"。基于此,应通过提升消费者认知、优化消费政策设计、挖掘城市作为减排重点区域的潜力、重视非正式制度因素、鼓励交通和建筑等减排重点领域低碳消费等途径,引导消费模式绿色转型,从消费端推动碳达峰、碳中和的实现。
Realizing carbon peak and carbon neutralization is an extensive and profound economic and social systematic change,which requires not only strengthening the responsibility of producers,but also defining the responsibility of consumers.Starting from the demand side,promoting the upgrading of consumption mode to passively reach green,low-carbon and cleaner production is an important path to explore the green and low-carbon transformation of economic and social system.Energy consumption and its carbon emissions in the field of consumption are mainly used to improve consumers’ comfort and do not have the characteristics of"transfer";moreover,there are also great differences among individual items.In addition to the"hard constraints" of technology,standards and policies,there are"soft constraints"affecting consumption-related carbon emissions such as consumption concepts,consumption preferences and consumption patterns.Based on this,we should guide the green transformation of consumption mode and promote the realization of carbon peak and carbon neutralization from the consumer side by improving consumer awareness,optimizing consumption policy design,tapping the potential of cities as key areas of emission reduction,paying attention to informal institutional factors,and encouraging low-carbon consumption in key areas of emission reduction such as transportation and construction.
