摘要
党的十九大作出了实施乡村振兴战略的重大决策部署,并将农村生态环境治理作为乡村振兴的重要抓手,要求树立和践行绿水青山就是金山银山的理念,以期通过对环境突出问题的综合治理,让农村成为安居乐业的美丽家园。因此,黑龙江省政府应准确定位政府治理目标,合理选择政府治理内容,优化政府治理结构,有效选择和运用政府治理工具,以推动黑龙江省农村生态环境的有效治理,促进社会、经济和生态的协调发展,最终实现乡村振兴。
The 19 th National Congress of the Communist Party of China made a major decision and deployment to implement the Rural Revitalization Strategy,and took the treatment of rural ecological environment as an important starting point for rural revitalization.It is required to establish and practice the concept that green water and green mountains are gold mountains and silver mountains,in order to make rural areas a beautiful home for living and working in peace and contentment through the comprehensive treatment of prominent environmental problems.Therefore,the government of Heilongjiang Province should accurately locate the government governance objectives,reasonably select the government governance content,optimize the government governance structure,and effectively select and use the government governance tools,so as to promote the effective governance of the rural ecological environment in Heilongjiang Province,promote the coordinated development of society,economy and ecology,and finally realize the rural revitalization.
