摘要
日趋复杂的舆论环境给舆情治理带来了新挑战,具备全面感知、实时连续、趋势预测、多元共治特点的人机协同决策模式将逐步取代经验决策,为舆情治理现代化提供新思路。不过舆情决策模式变革依然面临决策理论难以有效指导实践、传统经验决策观念较难转变、舆情信息采集方式条块分割、舆情数据整合能力不足、缺乏辅助决策系统支撑等挑战。为此,推进舆情决策模式创新需要改变决策者思维观念、建立智能化的舆情决策组织体系、加强舆情决策技术的研发与应用,最终搭建起满足共性需求的舆情决策支持系统,以系统化、科学化、动态化的方式构建舆情决策新路径。
The increasingly complex public opinion environment has brought new challenges to public opinion governance.The man-machine collaborative decision-making model with the characteristics of comprehensive perception,real-time continuity,trend prediction,and multiple co-governance will gradually replace empirical decision-making and provide new ideas for the modernization of public opinion governance.However,the transformation of public opinion decision-making mode still faces challenges such as the difficulty of deci-sion-making theory to effectively guide practice,the difficulty of changing tradi-tional empirical decision-making concepts,the fragmentation of public opinion in-formation collection methods,the insufficient ability of public opinion data inte-gration,and the lack of support for decision-making systems.For this reason,to promote the innovation of public opinion decision-making mode requires changing the thinking of decision-makers,establishing an intelligent public opinion deci-sion-making organization system,strengthening the research and development and application of public opinion decision-making technology,and finally building a public opinion decision support system that meets the common needs to be sys-tematic and scientific To construct a new path for public opinion decision-making in an integrated and dynamic way.
