疫情防控常态化下公立医院线上诊疗服务流程、问题及应对策略 被引量:7

Procedures,Problems and Measurements of Online Medical Services in Public Hospitals under the Context of the Normalization of COVID-19 Pandemic Prevention and Control

摘要 线上诊疗服务作为常规门诊服务的补充形式,在新冠肺炎疫情暴发期间发挥了重要作用。在后疫情时代,如何持续发挥线上诊疗服务优势,进而落实分级诊疗制度,成为我国公立医院管理亟待解决的问题。通过典型案例和文献分析法,探析我国公立大型医院线上诊疗服务流程和运营机制,指出在新冠肺炎疫情期间,我国公立医院线上诊疗服务存在智能导诊“不智能”、服务项目开展少且与线下服务衔接不畅、药物配送模式不可持续及患者隐私保障不充分等问题。基于线上线下融合发展思想,提出我国公立医院需要提升线上导诊服务友好性、全时性与便捷性,合理增加线上诊疗服务内容,完善线上线下服务衔接机制,并做好患者隐私安全措施及建立科学规范的线上诊疗质量控制体系等改进策略。 Online medical service played a significant role as an essential measures of routine outpatient and emergency service during COVID-19 pandemic outbreak.After COVID-19 pandemic,it became an urgent addressed issue that public hospitals must think how to take advantage of online healthcare service,and realize hierarchical medical system.Through cases study and literature analysis,this article summarized procedures and operated mechanism of online service from public hospitals.Then we found online service was not intelligent of guide service,limited services contents,unsustainable drug delivery model and low level of patient privacy protection.Based on integrated online and offline service effectively,public hospitals should improve freiendly,24-hours and convenient online guide service system,extend online service contents and connect with offline service in time,protect patient privacy,and establish a scientific and regulated online service quality control system.
