摘要
本文从微观和宏观两个层面分析了投资与技术进步的动态关系。构建了投资与技术进步动态关系的理论分析框架,给出了一个理论分析切入点。从微观层面看,投资对技术进步的影响表现为正向的溢出效应和负向的替代效应,技术进步对投资的影响表现为正向的集聚效应和负向的挤出效应;从宏观层面看,微观上投资与技术进步之间的双重正向和负向影响的耦合,推动形成了经济与技术发展的四个基本阶段:导入阶段、加速阶段、协同阶段、成熟阶段。结合上述基于对投资与技术进步动态关系的机理分析以及对旧金山湾区的典型案例分析,从持续强化投资对技术进步的支撑作用、坚定不移推动科技创新等方面,提出了相关政策建议。
In this paper,the dynamic relationship between investment and technological progress is analyzed at both micro and macro levels.A theoretical analysis framework of the dynamic relationship between investment and technological progress is constructed,and a theoretical analysis entry point is given.At the micro level,the impact of investment on technological progress is manifested as positive spillover effect and negative substitution effect,and the impact of technological progress on investment is manifested as positive agglomeration effect and negative crowding out effect;at the macro level,the coupling of the dual positive and negative impacts between investment and technological progress at the micro level promotes the formation of four basic stages of economic and technological development:introduction stage,acceleration stage,synergy stage,and the maturity stage.Combining the above analysis of the mechanism based on the dynamic relationship between investment and technological progress and the analysis of the typical case of San Francisco Bay Area,relevant policy suggestions are put forward in terms of continuously strengthening the supporting role of investment for technological progress and firmly promoting technological innovation.
