摘要
当前我国粮食产业已由总量不足转变为质量、品种和结构与市场需求的矛盾,必须构建覆盖产购储加销全产业链的优质导向路径,在上下游各主体间形成紧密联结关系,协同实施“五优联动”,促进粮食产业高质量发展。针对当前实施中存在的订单农业模式稳定性差、粮食价格机制不健全、产业链延伸增值不足等问题,通过总结各地经验成效,系统分析了“五优联动”运作与协作关系机理,并在增加优质粮源供给、健全价格形成机制、发挥国企储备资源优势、推进产业链延伸增值、培育优质粮食品牌等方面,提出了一系列具体措施与建议。
At present China's grain industry has transformed from the amount shortage to the contradiction between market demands and quality,variety as well as structure.It is necessary to build a high-quality guidance path for the whole industry chain including production,purchase,storage,processing and sales,to make a close connection between the upstream and downstream entities,and coordinate the production of high-quality grain,the purchase at higher prices,and the priority of its storage,processing and sales,to promote the high-quality development of grain industry.There are problems in implementing the above actions,for instance,the poor stability of contract-farming,the imperfect grain price mechanism,and insufficient extension and added-value of the industry chain.Therefore,the experience and achievements are summarized in various regions to systematically analyze the mechanism of operation and coordination in the production of high-quality grain,the purchase at higher prices,and the priority of its storage,processing and sales.Then a series of measures and suggestions are given in terms of the increase of high-quality grain supply,the improvement of the price mechanism,the advantages of reserve resources of state-owned enterprises,the extension and added-value of the industry chain,and the cultivation of famous grain brands.
