摘要
黄河流域内河水运发展基础相对薄弱,应抢抓黄河流域生态保护和高质量发展战略机遇,加快建设,推动水运更好服务经济发展和人民生产生活。在分析黄河流域水运发展特点及问题的基础上,进一步聚焦黄河中游山西段,提出了流域水运高质量发展策略,为黄河流域水运建设提供借鉴。近期打造以水上旅游为特色的水运发展模式,围绕黄河干线和支流湖库区旅游资源,加快建设生态型航道、码头等水运基础设施,从适配船舶、航线组织、旅游项目、服务标准等多方面提升运输服务水平,统筹资源集约利用和环境保护,依托水运企业建设全覆盖的安全应急救助网络,针对非水网地区水运特点完善治理体系,提升行业治理针对性。
Seizing the strategic opportunities for ecological protection and high-quality development of the Yellow River Basin,and promoting water transport development to provide better service for economic development and people′s production and life is essential.Taking Shanxi Province as an example,the characteristics and problems of water transport development were analyzed.And a water transport development strategy based on the concept of ecological protection and high-quality development was proposed,providing a reference for water transport construction in the Yellow River Basin.In the near future,a water tourism based model should be taken to develop water transport.The construction of waterway infrastructures such as ecological waterways and docks should be accelerated focusing on the main line of the Yellow River and the tributary lake reservoir area tourism resources.The level of transportation services from the aspects of adapting ships,route organizations,tourism projects,service standards,etc.should be improved.At the same time,intensive use of resources and environmental protection should be taken into account.The fully covered safety emergency rescue network should be constructed relying on the water transport enterprises.Last but not the least,to improve the targeted governance of the industry,the governance system for the characteristics of water transport in non-water network areas should be optimized.
