摘要
公共利益保障作为公共文化机构法人治理制度设计的逻辑起点,既涉及保障的实质内容又包含着实现公共利益的动态过程。公共利益的内容会随着时间的推移而变化,从而影响我们的思维方式和行为方式,塑造我们的价值观。基于公共利益的这种可变性,从传统公共行政理论、新公共管理理论、新公共服务理论等多重视角分析公共利益观念的形成,有助于分析我国公共文化机构法人治理过程中公共利益多元诉求冲突等问题,探讨构建法人治理公共利益保障机制过程中,政府、机构、公众应该发挥的作用。
Public interest guarantees,as the logical starting point for the design of public cultural institutions corporate governance systems,involve both substance and process.Public interest s content changes over time,thus influencing the way we think and behave and shaping our thinking.The content of public interest changes over time,influencing the way we think and act and shaping our thinking.Based on this changeability of public interest,this paper analyzes the formation of the concept of public interest from various perspectives,including traditional public administration theory,new public management theory,and new public service theory.The paper discusses the role that the government,institutions,and the public should play in the process of building a mechanism to safeguard public interest in corporate governance.
