摘要
以病种为抓手提升公立医院专科运行效率效益,主要措施有:基于技术难度和效率效益,实施病种分类管理;以病种口径统一财务评价指标,实施基准值管理;整合院内和院外资源,支撑病种结构优化和效率效益提升;推动医护药剂等业务管理与绩效杠杆联动。为此,要基于病种运行数据,优化全院床位资源配置;疏通临床诊疗堵点,促进院内资源协同运行;拓展业务技术内涵,促进专科专病高质量发展;强化对病种和项目操作难度的量化评价。
Improve the efficiency and effectiveness of specialist operation of public hospitals by disease types,the main measures including:implementing classification management of disease types based on technical difficulty and efficiency benefits;unifying financial evaluation indicators based on disease types and implementing benchmark value management;integrating internal and external hospital resources to support the optimization of disease structure and the improvement of efficiency and benefit;promote the linkage of medical pharmacy and other hospital management and performance levers.It is necessary to operate data by disease types,optimize allocation of hospital bed resources;mediate clinical diagnosis and treatment blocking,promote the collaborative operation of hospital resources;expand the technical content,improve high-quality development of specialized diseases;strengthen quantitative evaluation on the difficulty of disease types and project operations.
