摘要
借鉴美国自贸区和上海自贸区先行经验的基础上,基于烟台在环渤海经济圈和山东新旧动能转换的区域产业联动以及对应的城市定位,以产业链建设为核心内贸外贸兼顾,通过区域经济联动中核心城市地位和优势产业集群效应,促进现有产业转型升级和价值链提升。借鉴自贸港的成功经验,将烟台从自贸区升级到国际最高开放水平的自贸港区模式。紧盯上海自贸区的金融创新,探索海外低成本金融资本对自贸区内公共服务领域的PPP模式投资,促进投融资体制改革,推动金融赋能对区域产业经济的支持。
Based on the experience of the US free trade zone and Shanghai Free Trade Zone,based on Yantai's regional industrial linkage in the Bohai rim economic circle and Shandong's new and old kinetic energy conversion and its corresponding urban positioning,we should take the industrial chain construction as the core,give consideration to domestic trade and foreign trade,and promote the transformation and upgrading of existing industries and the improvement of value chain through the status of core cities and the effect of advantageous industrial clusters in regional economic linkage.Learn from the successful experience of free trade port,Yantai will be upgraded from the free trade zone to the highest international level of free trade port mode.Focus on the financial innovation of Shanghai Free Trade Zone,explore the PPP mode investment of overseas low-cost financial capital in the public service field in the free trade zone,promote the reform of investment and financing system,and promote the financial empowerment to support the regional industrial economy.
