摘要
当前农业技术的推广速度和效率存在区域性、系统性的不平衡,农业技术从推广到运用不能完全满足农业生产的迫切需求,急需建设科学的农业技术推广体系。通过分析VUCA时代特点,对比国内外农业技术推广经验,探讨我国三种农业技术推广体系运行模式,指出我国基层农机推广在管理体制、推广资金、推广队伍、推广服务内容与市场匹配度方面存在的问题,提出要理顺管理机制、实施精准农技服务、发挥农业经营主体主观能动性等农业技术推广体系的建设路径。
At present,there is a regional and systematic imbalance in the speed and efficiency of agricultural technology extension,and the application of agricultural technology from extension to application cannot fully meet the urgent needs of agricultural production.As a result,it is urgent to build a scientific agricultural technology extension system.By analyzing the characteristics of the VUCA era and comparing the experience of agricultural technology extension at home and abroad,the operation modes of three agricultural technology extension systems in China were discussed.This paper pointed out the problems existing in the management system,fund,team,service content,and market matching degree of basic agricultural machinery extension in China and put forward the construction path of agricultural technology extension system,such as straightening the management mechanism,implementing precision agricultural technology service,and giving play to the subjective initiative of agricultural operators.
