摘要
民族地区的高铁建设对于可达性的提升具有显著作用,进而通过区域或城市间的交流与互动来影响经济社会的发展。由于研究视角、分析路径的不同以及受到复杂经济环境的影响,目前,国内学界关于这一过程的运作机制与经济效益的认识尚存在较大的差异。高铁建设的评价不能仅以单一的经济指标为准绳。现代民族国家构建的历史表明,交通建设首先为政治整合服务,其次才是作为推动经济交流的基础而存在,特别是对于多民族国家而言,边疆和民族地区的交通建设始终都具有“政治优先”的特征。正是从民族政治整合的视角来看,高铁在重塑民族地区的时空秩序方面能够发挥关键作用,有利于改变传统边疆形态、铸牢中华民族共同体意识和提升民族自信。因此,在“一带一路”倡议和新一轮西部大开发的背景下,有关民族地区高铁建设的研究,还应充分结合多民族国家整体性与边疆和民族地区特殊性的双面视角进行考察,以此为基础全面分析民族地区的交通战略布局。
The construction of high-speed railway in minority areas is vital to accessibility improvement,and consequently influences the social and economic development through regional or inter-city exchanges and interactions.Yet,due to different research perspectives and analysis paths as well as the impact of complex economic environment,great differences still exist in the understanding of the operation mechanism and effect of this process in domestic academia.The evaluation of high-speed railway construction should not be measured against a single criterion of economic indicator.The history of the construction of modern nation-states shows that transportation construction serves political integration first,and then exists as the basis for promoting economic exchanges,For multi-ethnic countries especially,transportation constructions in border areas and ethnic minority areas are always featured by“political priority”.From the perspective of ethnology,high-speed rail can play a key role in reshaping the spatial and temporal order of minority areas,which is conducive to changing the traditional border shape,strengthening the sense of community of the Chinese nation and enhancing national confidence.In the context of the“the Belt and Road”initiative and the new round of the development of western regions,future studies on high-speed rail construction in minority areas should fully consider both the integrity of multi-ethnic countries and the particularity of border areas and ethnic minority areas,and then comprehensively analyze the strategic layout of transportation in ethnic minority areas.
